The Building Industry Association of San Diego County (BIA), established in 1938, is a well-respected, non-profit trade association that represents the legislative and business interests of 1,450 member companies and their 165,000 employees. It has been described as “arguably one of the most powerful interest groups in San Diego.”

In addition to its advocacy services, BIA offers its members networking opportunities, educational programs, activities and events. It also manages a public information and advertising campaign on industry-wide issues.

Responding to the varied specialties within the building industry, the BIA also has individual councils that address issues from their members’ unique perspectives. These include the Sales & Marketing Council, Specialty Contractors Council, BIA Cares, and the newly formed Urban Council, Building Resources Council and the Charitable Council.  Beginning in 2001, BIA strengthened its commercial construction position by forming a strategic alliance with the National Association of Industrial and Office Properties.

BIA is affiliated with the California Building Industry Association (CBIA) and the National Association of Home Builders (NAHB). Residential and commercial construction are cornerstones of the San Diego economy. On average, the total value of local residential construction is estimated to be approximately $3 billion dollars. In addition to this the revenue generated by building fees is more than what is returned to San Diego from sales tax. And because the building industry is a goods producing industry, every job created in construction generates two jobs somewhere else in the economy.

The association is managed by CEO Paul Tryon who oversees a staff of 17 talented professionals. BIA’s board of directors and officers are elected annually. How to make housing more affordable & more available:

  • Educate planners/policy makers on housing need and link to regional prosperity
  • Zone for more attached housing
  • Change NIMBY attitude
  • Reduce impact fees paid by home buyers
  • Shorten permit processing times
  • Eliminate cumbersome, duplicative government regulation
  • Increase densities in urban centers
  • Ease excessive environmental constraints
  • Broaden the funding source for infrastructure
  • Prevent runaway construction dispute litigation

Other options:

  • Ensure housing is considered in all public policy decisions
  • Urge government to deliver infrastructure that keeps pace with growth
  • Provide incentives for land owners to bring appropriate land to market 
    for residential use
  • Make government-owned land available for well-planned residential uses
