Between a Rock and a Hard Place

By Borre Winckel, President & CEO

A Statewide Initiative attempt to overhaul Costa-Hawkins, the Act which prohibits new rent control post-1995, is out for signatures at a shopping center near you.  Meanwhile, signatures are also being collected Countywide to slow housing growth through the same ballot box initiative process.  Both efforts amount to a frontal attack on housing production.

Together they epitomize the cause and consequence of a rapidly expanding dual conflict brought on by the people who are hurt by high housing costs and those who don’t give a damn. These conflicts put millions of people between a rock and a hard place, with no relief in sight.  The time has come for a Statewide Initiative which favors new housing supply at a cost most Californians can afford.
