El Cajon Names New City Manager/Asst. City Manager

By Mike McSweeney
Former Assistant City Manager, Graham Mitchell was elevated to replace retired City Manager Doug Wiliford on April 23rd. Mr. Wiliford retired on May 23rd after 6 years of service.

Mitchell was named assistant city manager in El Cajon in March 2017. He had previously been Escondido’s city manager for one year before announcing his resignation in October 2016. He was the city manager in Lemon Grove for 12 years before leaving for Escondido in July 2015 to take an assistant city manager position.

In early June the City announced that Vincent DiMaggio was hired as assistant City Manager. Mr. DiMaggio has spent time in the development industry and was recently the City Manager of Mendota, a small city outside of Fresno in the central valley.

Both men are aligned in their desire to see development projects in their city. The City recently rezoned the neighborhood around the El Cajon Transit Center near Marshall Ave with a transit overlay, increasing densities.
