Significant Changes Coming for County’s Construction & Demolition Debris Ordinance

The County of San Diego, in an effort to comply with AB 1383 as well as other stare laws and policies, is nearing completion of an update to their Construction & Debris Ordinance. The current comment period ends on July 30, 2019. BIA has been a participant in stakeholder meetings regarding this update.

A few of the major changes are:
- Increasing the deposit (recoverable) fee to $ .40/sq.ft. of new and demolition construction work (this is a doubling of the current fee)
- Minimum fee of $400 with a maximum fee of $40,000
- C&D haulers will need to be franchised by the County
- Increased reporting requirements to comply with State law
